When the reply button is used on a specific user  isnt it supost to send a notification to their account?  I noticed only quotes send notification.

These are the only 3 notifications from what I know.

Notify me via email when I receive a private message.
Notify me via email when someone quotes me.
Notify me via private message when someone quotes me.

As far as I know, replying is just to respond to that message, it does not quote.

The bottom of the page is a quick reply box. The reply button gives you editing options and file attaching, etc.

Well actually i ment the reply button up next to every ones comment  aka (Reply, quote, page a moderator)  when you reply to some ones comment no notafacation is sent.
 

My second sentence was in reference to the reply button in the top right.  But no, you (or they) wont get an email for using reply, just quoting and PMs.

 

Non-quoted replies only notify you if you're subscribed to a topic.
