I wrote a few very brief tutorials on here for some of the "harder" NES roms.
I've also worked a little with mindstorm from Planet Virtual Boy to do reproductions for the virtual boy. I've done it with just wiring to the board with a M27C322 eprom or using homemade PCBs that mindstorm gave me for free. I now have a copy of Bound High, Space Squash translated and Gundam SD Translated (oh and Blox 1 and 2).
I've also worked with Xi Xian and NeoTurfMasta from neo-geo.com when I was doing reproductions of Ironclad and Ghostlop, both games are incredibly fun and never saw a retail release. The CHR and PRG of the neo-geo are incredibly more complex than the NES/SNES in terms of size etc. I've always been a "simple" terms guy, so I think I can relate to your readers by proving a few tutorials (similar to your SNES and NES articles in previous issues), but with a little more information and what not if you wish.
I can also do a writeup of how to do a consolized arcade system (google CMVS). I know it's a nintendo magazine, but you could include an arcade section for one magazine issue and see if people like it. The Neo Geo is another great console from the 90s.
I can maybe write up something this week and give you it. Do you have a template you would like used? That would help me format my writing style, etc.
