I just figured out I got scammed on ebay for the first time! Whooo Hooo!!

I'll put the details in and hopefully if anyone has had a similar problem they can let me know the result/timeline of a decision by ebay/paypal.

-   Won an auction for Bubble Bobble 2 (loose cart) on April 11th.
-   Paid for the cart on April 11th. (seller located in Canada so no border issues)
-   I sent 2 messages trying to make contact with the seller, nothing
-   I go to file a 'item not received claim' today May 7th and ebay has notified me that the seller is no longer registered with Ebay!

awesome, so i made a claim with Ebay andd then a claim with PayPal.

What should I expect. obviously to get screwed...

If the seller doesn't reply they're refund your money (PayPal).

True, but with some modifications. If the seller have emptied his/hers account Paypal wont be able to recover any funds and you're pretty much screwed :\ I've been scammed myself, but its amazing how well Ebay actually works. I've bought over 1000 items and i've recieved 99.99% of them So if you get scammed one time, sure, it fucking sux, i know the feeling, but atleast its not happending often.

That's not exactly true. PayPal's Buyer Protection covers ebay purchases up to $200 for most items, regardless of the seller's available funds.

Here's a blurb from PayPal for you:

"First open a dispute, and try to work out the problem with the seller through the Dispute Resolution process in the Resolution Center. Dispute negotiation can last up to 20 days. If you're unable to resolve the dispute, you can escalate it to a claim with PayPal within 20 days of the date the dispute was opened. You must escalate the dispute to a PayPal Buyer Protection claim within 20 days or the dispute will close automatically and you will not be eligible for PayPal Buyer Protection coverage."

But the real question is whether or not the payment you sent was eligible for buyer protection. You can check the transaction details to find out.

Well, I've done some stuff and luckily I've not been scammed.  Although I've only bought mostly cheap stuff...  I think my most expensive game was Snow Bros. and it was fine.

One guy didn't include City Connection in the shipment I had ordered, though, and I'm trying to get him to get that out to me...

well, i was wrong. I received another package today and 8 games were missing! and the RC Pro Am 2 was stated to have 'marker' on it but the whole top half of the label was peeled!

It was from a large power seller so he replied right away. hopefully this one works out quickly and without a claim.

So, after not being scammed in over 100 transactions, I get screwed on 2 in a row. SWEET!

Is this something new Paypal have started it or must the seller have that "protected upto $1000" thing in his auction for it to work?

I'm going through this same problem right now with TWO different transactions. One is a Gamecube with 5 of those Multi-Game demos that I collect, the other is Bomberman Second Attack for N64. I've bought hundreds of items on eBay, and this has only happened ONCE before to me.

It sucks. Just file a claim with PayPal, and be sure to escalate it so that PayPal has to review it. If they don't reply to the dispute, or do reply but can't provide proof that they mailed it (IE Delivery Confirmation, Receipt from post office, etc), then you will win the dispute, and be refunded the money (unless they cleaned out their paypal account).

I hate to beat a dead horse here, but it doesn't matter if they clean out their account or not--you're still covered up to $200.

I got screwed out of 70 dollars. paypal found in my favor sent me tons of nice little emails I talked to them on the phone. They basically said since the credit card was used im just out . Of course my was a buyer who bought a snes when they got it they claimed it was broke sent me back a totally trashed one and got a refund thru their credit card.

I hope you are right because 2 times (what i can remember) i havnt gotten any money back Quoted directly from Paypal e-mails. This is from 16th February 2006:

PayPal has concluded the investigation of your Buyer Complaint. As our User Agreement notes, we are unable to guarantee recovery.

Our investigation has revealed that the seller is at fault; as a result, you would be entitled to your share of any funds recovered, but unfortunately no funds were recovered. If this transaction occurred on an auction site, we encourage you to contact that auction site, as they may provide you with insurance coverage.

This one is from 6th April 2006:

After careful review, we have concluded our investigation of the Buyer
Complaint described below.

We have decided in your favor, however, we were unable to recover any funds
from the seller's account. As stated in the PayPal User Agreement, recovery
of funds associated with a Buyer Complaint cannot be guaranteed
.

These are over 1 year old tho so i dont know if Paypal have changed anything, but i sure hope so.

That's likely because there was either an unconfirmed address, etc. When you pay for something, it will say whether or not it's eligible for Buyer's Protection. In some cases, I guess it's not. Thanks sucks man!

Ah ok. Ye, that might be the reason. One of those complaints are from a seller in France atleast, i dont remember where the other is from. Atleast it wasnt THAT much money. Atleast its good to hear that Paypal is more safe than i thought it was

Speaking of scams, i just got scammed (99% sure) from a guy in Germany. The amount is 151 euro (about $204 USD). He told me he was going to send it 1 month ago. Now he doesnt reply any of my mails. I tried to send him a "fake" mail with another name just to check if he was alive and he replied to that. I payed with bank transfer and its a long time ago so basicly i cant do shit Guy is also deleted from Ebay and everything. Going to contact the police or something, good thing i know someone who works with it in Germany. Maybe there is a shred of hope

That sucks, I've been scammed by 8 sellers in the last two years (no item, refund, etc), and I've been scammed partially by even more (i.e. wrong items, etc). These have all been either German or US sellers! The US sellers makes sense as these items were all to be sent using surface mail which takes around 3 months and hence eliminates any chance of a PayPal claim (I know I've been scammed as the items were relisted 3-4 months later). For the German sellers it also makes sense IMO because there's a high unemployment rate in Germany and eBay is just too easy to scam, especially when I buy the stuff by paying through IBAN/BIC from Belgium or the Netherlands.

Between $15-60 per seller, so it's OK I guess...the worst scam was probably one of the partials, when I won a console and games on German eBay and didn't receive anything until two or so months later when the seller sent me only the console, and put the games on eBay again under a different username (6 or 7 sealed NTSC games including Dragon Warrior 2, which he then put up on the US eBay).

Problem is Ebay has just gotton to big and they dont have the man power to do anything. Also they make so much money they dont care..Thats the whole problem with everything anymore they could lose thousands of sellers and buyers every year and would get 5 times as many to replace them

Exactly, its the same with Paypal, its just getting bigger and bigger. I cant imagine all the complaints both Ebay and Paypal gets every day so its no wonder that alot of the replies you get is standard answers. I hate this tho, when you ask for something and its sometimes like they dont even read what you're asking. The just copy/paste a standard answer that fits the same category you're asking about.

I've been scammed a couple of times(like 4-5 times), but every time I push the envelope. I've had everything returned to normal each time. Got my money back negative feedback removed etc. But it takes forever, and most of the stuff was 35$ or less.
