Between $15-60 per seller, so it's OK I guess...the worst scam was probably one of the partials, when I won a console and games on German eBay and didn't receive anything until two or so months later when the seller sent me only the console, and put the games on eBay again under a different username (6 or 7 sealed NTSC games including Dragon Warrior 2, which he then put up on the US eBay).

Exactly, its the same with Paypal, its just getting bigger and bigger. I cant imagine all the complaints both Ebay and Paypal gets every day so its no wonder that alot of the replies you get is standard answers. I hate this tho, when you ask for something and its sometimes like they dont even read what you're asking. The just copy/paste a standard answer that fits the same category you're asking about. ]]>

Speaking of scams, i just got scammed (99% sure) from a guy in Germany. The amount is 151 euro (about $204 USD). He told me he was going to send it 1 month ago. Now he doesnt reply any of my mails. I tried to send him a "fake" mail with another name just to check if he was alive and he replied to that. I payed with bank transfer and its a long time ago so basicly i cant do shit Guy is also deleted from Ebay and everything. Going to contact the police or something, good thing i know someone who works with it in Germany. Maybe there is a shred of hope

That sucks, I've been scammed by 8 sellers in the last two years (no item, refund, etc), and I've been scammed partially by even more (i.e. wrong items, etc). These have all been either German or US sellers! The US sellers makes sense as these items were all to be sent using surface mail which takes around 3 months and hence eliminates any chance of a PayPal claim (I know I've been scammed as the items were relisted 3-4 months later). For the German sellers it also makes sense IMO because there's a high unemployment rate in Germany and eBay is just too easy to scam, especially when I buy the stuff by paying through IBAN/BIC from Belgium or the Netherlands. ]]>

I hope you are right because 2 times (what i can remember) i havnt gotten any money back Quoted directly from Paypal e-mails. This is from 16th February 2006:

Our investigation has revealed that the seller is at fault; as a result, you would be entitled to your share of any funds recovered, but unfortunately no funds were recovered. This one is from 6th April 2006:

After careful review, we have concluded our investigation of the Buyer
Complaint described below.

We have decided in your favor, however, we were unable to recover any funds
from the seller's account. As stated in the PayPal User Agreement, recovery
of funds associated with a Buyer Complaint cannot be guaranteed

These are over 1 year old tho so i dont know if Paypal have changed anything, but i sure hope so. ]]>
