Doesn't your gov't already do that? Around here every major highway between cities is fenced, and the road into the mountains is especially well protected with 8 foot fences all the way along and "animal overpasses" and "animal underpasses" as well so they can still cross the highway at their leisure (although, somehow I don't think they've quite figured out how to sit down with the animals and explain this to them). ]]>
