Yes they are free (well not free but included in your annual online fee of $20) and from what I understand this is just the beginning.  More will be released every month just like with the NES games.

 

This may be changing as Nintendo Japan announced that new NES/SNES titles will now appear "irregularly" rather than every month not sure if this is across the board for all regions or what.

I think it was more so they will always be up, but adding in newer ones will come at random times intead of them popping off monthy... or I should say I hope that is what they ment. *shudder*

I had this same problem with the NES games. The input lag is unacceptable in my opinion.

I noticed it on Super Mario World.  It isn't terrible, but it definitely doesn't play as smooth as the SMW does on a crt.  

 

I played for an hour this morning with the 8BitDo controller and it didn't happen at all, the inputs were much better. I'm not sure if it was only the Pro controller or some glitches happening at that time. ]]>
