For japanese games, they should not have an english language requirement, so you could just say japanese language requirement and have a slider with something like:
none,negligable,overcomable,confusing,impossible

One potential hurdle is that each famicom game will often have multiple alias titles since they have been translated various ways into english and / or developed english nicknames that are not direct translations of the Japanese titles. Wouldn't the different options you mentioned require changes to the format of the database in ways that would be irrelevant to the other regions?
