If you want to quote multiple users, I usually just hit quote on one, then cut and paste it into another quote reply. I never really work with quote tags I just edit them in-line. But if you want to mess with tags, you can look in the text editor bar when you're replying and hit the <> symbol in the top-right and do what you wish in HTML.
