Agreed.  I was pretty sure it was a bootleg but bootleg or otherwise, I've nor seen a cart like that.  Even with the poor quality image, it looks like cheap plastic but I figured it was better to ask.

 

back in the day mega man 1  was the harder one to find and sold for more.
