Not possible. It's not the mapper, that Zelda hack is too large.
 
It works on a harvested MMC5 board though; is it impossible to fully replicate that using a mapper file then?  Pardon my ignorance!    Look at the requirements for that hack -
  • 1MB PRG-ROM
  • 1MB CHR-ROM
Powerpak has only 512KB of RAM for each (same as Everdrive), a different mapper won't change that.
